A House of Lords committee this week called on the UK government to give ministers explicit legal authority to shut down advanced artificial intelligence systems judged to pose an imminent risk to public safety or national security, the BBC reported.

The recommendation is part of a broader Lords debate over new powers to designate and restrict “high risk vendors” of technology used in critical national infrastructure, according to Computing magazine. Peers pointed to telecoms, energy grids, water systems, and cloud services as sectors where a single compromised supplier could cause cascading harm.

SecurityWeek reported that the proposals would let ministers block procurement, rip out installed equipment, and impose fines on operators that continue using designated suppliers. The framework builds on the model used to remove Huawei from UK 5G networks between 2020 and 2027.

On AI specifically, Startups Magazine reported that the committee wants a statutory “kill switch” mechanism attached to frontier AI models, giving regulators power to force developers to disable or roll back a system if it is causing serious harm. The BBC noted that peers framed the tool as a last-resort intervention rather than a routine regulatory lever.

The proposals do not yet have government backing, and No. 10 has said it will respond in the coming weeks. Technology Secretary Peter Kyle told the BBC the government agrees on the goal of stronger safeguards but has not committed to the specific mechanisms.

The Lords report lands as the EU begins enforcing parts of its AI Act and as Washington weighs its own export controls on advanced chips and models. UK officials have said they want a lighter-touch approach than Brussels while avoiding the perception of being a permissive haven for risky deployments.

Supporters argue

Peers behind the report argue the state cannot outsource ultimate responsibility for public safety to private AI labs. Lord Tim Clement-Jones, a Liberal Democrat peer long active on AI policy, told the BBC that voluntary commitments from developers are “not enough when a system can cause harm at population scale.”

Security-focused Conservatives echoed the point on vendor risk. Computing quoted peers arguing that the Huawei experience showed the UK acted “too slowly and too late,” and that a standing designation regime would let ministers move before a crisis rather than after.

SecurityWeek reported that industry groups representing UK network operators broadly support clearer rules, saying uncertainty about which suppliers might later be banned is itself a business risk. A predictable designation process, they argue, is easier to plan around than sudden political interventions.

Supporters also point to public opinion. A 2024 Ada Lovelace Institute survey found large majorities of UK adults want government, not companies, to set the rules on powerful AI, and back strong intervention powers when safety is at stake.

Critics argue

Civil-liberties groups and parts of the tech industry warn that a broad “kill switch” risks being used well beyond genuine emergencies. The Open Rights Group told Computing that vague harm thresholds could pull ordinary consumer AI services into scope and chill legitimate research.

TechUK, the industry body, cautioned that layered UK rules on top of the EU AI Act and US export controls could push frontier developers to base operations elsewhere. Startups Magazine reported concern from smaller AI firms that compliance costs would fall hardest on companies without large legal teams.

Some Conservative peers questioned the vendor provisions on rule-of-law grounds. They argued that designating a foreign supplier as high-risk without a clear appeal route resembles a political sanction more than a regulatory finding, and warned it could invite retaliation against British firms abroad.

Free-market commentators at the Adam Smith Institute said the proposals conflate genuine national-security threats with ordinary commercial competition, and risk entrenching incumbent suppliers under the banner of security.

The Alan Turing Institute, the UK’s national body for AI and data science, has argued in published work that emergency shutdown powers are technically feasible for cloud-hosted models but far harder for open-weight systems already downloaded by users. Its researchers have written that any kill-switch regime needs to specify which layer of the stack it targets.

Analysis from the Royal United Services Institute (RUSI) found that the UK’s post-Huawei telecoms regime took roughly seven years from first security concerns to full removal, and cost operators an estimated £2 billion, illustrating how slow and expensive vendor bans can be once equipment is embedded.

Professor Shannon Vallor of the University of Edinburgh, who studies AI governance, has argued in academic writing that the effectiveness of any safety intervention depends more on continuous auditing than on a single off-switch. Comparative work by the OECD shows that among G7 countries, only the EU has a binding legal framework for high-risk AI, while the US, Japan, and Canada rely mainly on voluntary codes.
